Registration Process

*Summary*

Registration for teams at EUDC 2008 Tallinn opens on 10th March 2008 at
12:00 pm GMT.
The general team cap is 160 teams and institutional cap 3 teams per
institution.
Registration will be in 3 phases.

*Phase 1: *120 team places will be available to book provisionally,
through the website, from 10th March 2008 12:00 pm GMT until 16th March
2008. Each institution will be able to register up to 2 teams at this
stage. Any institution registering two teams will also have to register
their intention to send an adjudicator to satisfy the n-1 rule.
Institutions will then have until 23rd March 2008 to pay for each of
their provisional team and adjudicator places. By 30th March 2008 a
formal eligibility check on institutions will have been carried out and
team places will then be confirmed. All registered teams will be
published on the website www.eudc2008.

have recieved the payment or the payment confirmation), the teams will
get the /Confirmed /status. That means that you are on our final list on
participants.

*Phase 2:* The remaining 40 team places, plus any team places which were
provisionally booked but not confirmed during Phase 1, will be made
available on 31st March 2008 at 12:00 pm GMT. In Phase 2,
institutions will be assigned places on a first-come-first-served basis
up to the team cap of 3. If there are any team places not filled (after
institutions have reached the team cap of 3), we make an open call once
more, so that any remaining team places will be assigned to institutions
on a first-come-first-served basis (even institutions that have 3 teams
already). After the general team cap of 160 is filled we will close the
registration and a waiting list is created. If any of the registered but
not confirmed teams will drop out, teams according to the registration
time will be pulled up from the waiting list. Institutions will have
until 13th April 2008 to make the payment for team and adjudicator
places registered at Phase 2; subject to an eligibility check on
institutions, this will confirm their team places. All registered teams
will be put on the website www.eudc2008.eu <http://www.eudc2008.eu> with
a status /Registered/. After the payment is complete (we have recieved
the payment or the payment confirmation), the teams will be assigned the
/Confirmed /status. That means you are on our final list of participants.

*Phase 3:* After the team's status has been confirmed, the team gets a
password for logging in and entering information about their
name/dietary restrictions/travel details etc until 15th May 2008. Any
team places remaining or emerging, due to provisional bookings not being
confirmed in Phase 2 or subsequent dropouts up until the tournament
begins, will be assigned on the basis of pulling teams up from the
waiting list.


*
Q&A*

*Aims*: The overall aim is to provide a fair and efficient method for
teams to register while meeting Council rules on the registration
system. The purpose of Phase 1 is to ensure that we offer the
opportunity to compete at Europeans to diverse institutions from all
over the continent, supporting the amazing growth of debate currently
taking place in Europe. Phases 2 and 3 are designed to ensure the
highest possible quality tournament, allowing institutions with the
strength in depth to send three or more teams to do so according to a
fair system.

*Bank transfer fees: *Whatever method of payment you use, please ensure
that we get the 210EUR participation fee in full!* *

*Competitor information*: You do not have to give the names of your
speakers or adjudicators during Phases 1 or 2 of registration. Once your
institution's team places have been confirmed, you will receive a
password to gain access to your booking. You will then have until 15th
May 2008 to complete all the remaining information on your speakers and
adjudicators.

*Adjudicator information*: The n-1 rule will be strictly enforced at
Europeans to ensure we have a deep and extensive pool of judges. This
means that for every team registered by an institution, they must also
pay for and send a number of adjudicators corresponding to that formula
(i.e. 2 teams, 1 adjudicator; 3 teams, 2 adjudicators). Failure to
comply with this rule at any stage before or during the tournament will
lead to teams being removed from the tournament. If you register two
teams during Phase 1, but no judge, the registration form will not pass.

*Team Cap*: The team cap for the tournament is 3 per institution. During
Phase 1 you can register two teams and at Phase 2 you can register
further teams. Subject to demand for places at the tournament, it may be
possible for an institution to send more than three teams.

*ESL*: During Phase 3, institutions should pre-register any team for the
English as a Second Language break whose members 1) want to be
considered for a place in the ESL break; 2) both believe they fulfil the
ESL criteria. Pre-registration as ESL is essential for anyone who wishes
to be considered for the ESL break; a full eligibility check and final
registration will take place at the tournament. For the definition of

*Dietary, health and access requirements*: During Phase 3, institutions
should register all such requirements so that we can plan and prepare to
give you a great experience. We will meet all reasonable dietary
requests (including vegetarian, kosher, halal, health grounds).

*Late Payment*: In order to provide the high quality tournament which
awaits you, we need resources. Therefore all payments by institutions
must be made in advance, according to the registration process. In the
interest of fairness, where institutions have provisionally registered
but then fail to keep to a payment deadline, their places will be made
available to institutions which are in a position to confirm.

*Refunds*: Institutions will receive a full refund (minus any bank
charges) for places they cancel subsequent to payment, as long as the
cancellation is made before 30th April 2008. If you cancel before 31st
May 2008, you will get a refund of 50% (minus any bank charges) and if
you cancel after June 1st, you will not be eligible for a refund.

*Terms and Coditions* - Bookings at the European University Debating
Championships 2008 are subject to the rules governing eligibility, the
application of decisions of the European Debating Council and the
constitution of the European University Debating Championships. The
decision of the Organising Committee will be final in respect of any
interpretation of these rules at EUDC 2008, Tallinn.
